Utility Energy Service Contracts (UESC)

Titus Engineering began supporting Utility Energy Service Contract (UESC) Energy Conservation Measure (ECM) projects by providing industrial automation expertise, contract management, and quality assurance services. Our Discovery Phase identified additional opportunities and performing Investment Grade Assessments (IGA) for turnkey project delivery.

To date, Titus has completed more than $10MM in UESC-related projects, while helping the utility provider develop additional long-term revenue streams in excess of $40MM.

Representative projects include:

  • Upgrading instrumentation and controls at three water treatment plants and one wastewater treatment plant, including conceptual design, engineering, procurement, construction, and commissioning

  • Improving system resiliency by replacing obsolete MCCs and motors at two water treatment plants and eight pump lift stations, converting to soft starts, VFDs, and intelligent overloads for enhanced efficiency

  • Extending fiber networks for improved monitoring of remote water and wastewater sites, including installation of over two miles of directional-bore buried fiber

  • Implementing H₂S abatement at 14 critical lift stations to reduce VFD failures

  • Supplying a filter press for wastewater treatment

  • Providing contract SCADA system support services

These projects delivered measurable improvements in reliability, efficiency, and long-term operational sustainability.
